as was discussed on IRC, i think we need to differentiate clearly between
the 3 different workflows that are involved here:

  (1) people building GTK+ Windows SDK's for official distribution or
personal use
  (2) people use the GTK+ Windows SDK to develop/build applications on
Windows
  (3) people attempting to package Windows applications that use GTK+

Cerebo looks useful for (1).

A zip file with good documentation looks good for (2)

Various Windows installers plus good documentation looks good for (3)
