Hi, maybe "dynamic upload slots allocation" should be bonded to a maximum filesize (or request size?) which can be configured as well. I think it's not useful if after a while 30 people try to download a 200 MB file through a pipe with "only" 10KB/s. This is also easier to realize than other suggestions (because it's less sophiscated but still effective, though - IMHO).
