Euhm sorry? I don't use snmp or whatever. What has it to do with my PARQ
patch?

Well I inteded to always send QUEUE when:
- Queued upload will expire its lifetime.
- When the host came back online.
- When an upload slot is available

Unless the client doesn't support PARQ of course.
