Yes, this was implemented a while ago to test ultrapeer <-> ultrapeer
problems.
Look unders gnutellaNet settings.

Connections reserved for gtkg nodes => Set this to 90 or 100%.
Max connections allower per unique vendor => This should be at least as
high as the number specified above.
