This may mean that nobody really cares.  The spike of interest probably arose
just because of some curiosity, but now that people know what HSEP is, they
don't care much about implementing it.

But you know, when I first proposed (and implemented) Gnet traffic compression,
there was no interest either.  Two years later, every major servent supports it.

I proposed PARQ (and Jeroen implemented it), and although to date it's only
done in GTKG, queuing is supported by every major servent as well.  Although
only GTKG peers benefit from the queue callbacks, but that's an edge we have
over the competition, so it's actually good for GTKG!

HSEP is different in the sense that it will bring benetits only when widely
implemented.  So we have a problem in the sense that when nobody but GTKG
supports it, there is little incentive for anyone to implement it as the
rewards won't be immediate.
