I am just right now downloading a file at 2.0 k/s from one source host. The download is active, and the file is indeed actually being downloaded. But it doesn't show up in the list of active downloads, nor in the queue. I can only see it when I switch to Fileinfo. I haven't ever seen this behaviour in earlier versions of gtkg.
