Partial File Sharing (PFS) has nothing to do with up/downloading a chunk of
a file. That was always supported by Gnutella from the beginning. PFS
means others can download chunks from a *partial* downloaded file.
Without PFS you have to wait until someone has downloaded the *complete*
file before you can use it as alternate source.
This means without PFS, Gnutella doesn't really scale for big files
because it takes hours/day/weeks to finish a big file. So without PFS
Bittorrent runs circles around Gnutella.

IANAL but IMHO that's about as illegal as re-selling (or rather donating)
something you've bought from a fence. Since you cannot know that it was
stolen you cannot be hold responsible for it. Only the original theft is
responsible. Not to mention that nobody's making profit by downloading or
uploading anything. Don't believe the FUD.
