That looks like the context menu in the active downloads pane. I don't 
think that's a good place to put the priority setting.

A download priority should of course be set per file, not per single 
download. OK, the downloads in the "Active" pane are grouped per file, 
but it is still not the right place to put a per-file setting.

The most obvious reason for this is the fact that the active downloads 
pane only shows - as its name suggests - active downloads. Queued 
downloads are not visible in this pane. But the option to set a 
download priority should of course be availabe to all files alike, not 
only to those which are actively downloaded at the moment.

Thus, the file pane would be the correct place to put the option.
