Version: 0.96.3, GTK1, r12297, Linux i686

Scenario:  Running as ultra-peer.  I had connection limits set to 35/40.  
One of my ultras dropped out, bringing ultra connections to 34/40.

At this point, GNet bandwidth went through the roof (up to 75% of configured 
max).  I looked at the GNet screen, and it had well over 100 connection 
attempts active.  My quick-connect pool size is set to 5!

Note: I do have the "anti-monopoly" feature active, with a max of 75% per 
vendor, and it was passing over many Bearshare nodes because of this (I 
choose to keep this option active, simply because I seem to get better 
search results with a mix of Bearshare/Limewire nodes than I do with a 
monopoly on either).

I went into the shell and set "dbg" to 11 (to catch some warnings regarding 
the pool), then  increased the minimum number of connections by 1 to force 
the problem to occur.  Here's some of the output from my warnings file.

I'm currently running with GTK1 (to reduce CPU usage).  I don't recall 
seeing this when I was running with GTK2, but I don't see how that would 
make a difference.  I'm not really certain on which version this started - 
tonight was the first time I actually noticed it.
