Sorry, I meant that is what the comment made me think.  After looking
at older code, I knew that "n->degree < 2 * NODE_LEGACY_DEGREE" should
still exist.  It seemed rather low (16 nodes) to be called "high
outdegree", so it seemed that *maybe* this was what the comment was
referring too.  I was looking for what the comment referred to and
this seemed the most likely thing, but it was still puzzling...

"It looks like maybe" isn't highly specific English; sorry about that.
I don't want to remove this, and I don't want anyone else to remove it
;-).
