There is a fairly heartfelt bug open. Not sure if it's getting any
traction though.

Admittedly the behaviour now seems to have changed again; it's not
"recently used" all the time, but now I never know what the system is
going to do. Bit of a shame from a usability consistency standpoint.

[I'm not sure whether that's a result of someone having patched GTK
downstream or individual apps taking steps]
