There is a fairly heartfelt bug open. Not sure if it's getting any traction though. https://bugzilla.gnome.org/show_bug.cgi?id=658280 Admittedly the behaviour now seems to have changed again; it's not "recently used" all the time, but now I never know what the system is going to do. Bit of a shame from a usability consistency standpoint.
