Well, seems to be a wayland issue. When I log in in GDM with plain "Gnome" session, fontsize for GTK4-demo is fine. But when I log in with "Gnome under Wayland" (what is my default) I get tiny 11 point fonts only. Indeed in https://developer.gnome.org/gtk4/3.93/GtkSettings.html they say "On the X window system, this sharing is realized by an XSettings manager that is usually part of the desktop environment, along with utilities that let the user change these settings.
