Rust can't find its toolchain. It would normally look in $RUSTUP_HOME; in a 
clean macOS that's set in ~/.new_local/bin/jhbuild to ~/.new_local and the 
toolchains should be in ~/.new_local/toolchains. In the unlikely event that you 
already had rust installed gtk-osx-setup.sh would have tried to use the 
already-installed one instead.
