I didn't see such thing in the Canvas members:

From "Remarks" of Gnome.Canvas:
"A Canvas widget contains one or more CanvasItem objects. Items consist
of graphing elements like lines, ellipses, polygons, images, text, and
curves. These items are organized using CanvasGroup objects, which are
themselves derived from CanvasItem"
Check Gnome.CanvasItem, there you'll find methods to raise and lower items.
For Gtk.Layout, a test box will always be displayed above a button, for
example?
