AFAIK, the current version of GTK sharp exposes only the 2.12 API of GTK+ itself. There is a branch however for the 3.0 branch of GTK but I don't know how stable it is.
On the other side, xamarin just released a new version of GTK# a few weeks ago which includes enhancements made by Lanedo but I don't know if they push those changes upstream. Maybe diggin on https://github.com/mono/gtk-sharp branches can give you a hint.
