I was under the same impression: local support hotlines are probably not going to be helpful in countries that do not have a strong multilingual public services offering culture. It would work in Canada where both French and English are official languages that you can demand to be served in, but I doubt the same could be said about France. Besides, when we're talking about psychological intervention, proficiency with the language (not "elementary" skill) is a requirement.
