This is more a question for the main apache development group -- but I
really doubt it.  What I can tell you is that you can use the mod_*
architecture to do this.  For example, mod_perl allows setting all
configuration variable from perl scripts.

Likewise - I started to but they are now out-of-date.  Apache 1.3 has a
switch to allow syntax checking without running the server itself.

     how it parsed the VirtualHost sections. This is useful for folks
        trying to debug their virtual

Actually there are a few in C or Tcl/Tk that will run on Windows - take
a look here for all I've found so far.

Interesting, how functional is it, or just screen shots ??  If it could
configure a unix/linux based server as well as just do registry type
stuff, it would be REAL interesting.
