AFAIU this requirement was relaxed in R7RS. I think we could revisit it; there are tradeoffs but the trade winds could blow due UTF-8-wards in the end. My memory of the state of things was that Mark was going to have a look at it but he is affected by a global shortage of round tuits :) Andy
