To be clear: it is not /necessary/ that the app be closed source to run on "PC" (I guess you mean Windows by that), iOS or Android: there are *a lot* of free software applications which do that. One example: vlc [1], which is GPL V2+ (some parts LGPL) and runs on Windows, macOS, Linux, iOS, Android, tvOS, ChromeOS, Windows Phone, various BSD-based systems, Solaris, BeOS, OS/2, and Syllable, according to [1a]. It's just a question of design and of how many maintainers step in to make it happen.
