gnu: libelf: Fix compilation for powerpc64le-linux.
* gnu/packages/elf.scm (libelf)[arguments]: Modify replacement 'configure
phase
to invoke "./configure" with "--host=powerpc64le-unknown-linux-gnu" on
powerpc64le-linux.
