gnu: tftp-hpa: Fix build with GCC 10.
Fixes #53424.
* gnu/packages/networking.scm (tftp-hpa)[arguments]: Rewrite as Gexp list.
Add "CFLAGS=-fcommon" to #:configure-flags.
