gnu: pomegranate: Disable tests.
* gnu/packages/python-xyz.scm (pomegranate): Disable tests.
[build-system]: Switch to pyproject.
[arguments]{tests?}: Disable them.
{phases}: Remove 'check phase replacement.
[native-inputs]: Add python-setuptools, python-wheel. Remove python-nose.
