gnu: python-unpaddedbase64: Switch to pyproject.
* gnu/packages/python-xyz.scm (python-unpaddedbase64):
[source]: Swith to git-fetch.
[build-system]: Switch to pyproject-build-system.
[arguments]: Remove them.
[native-inputs]: Add python-poetry-core, python-setuptools,
python-wheel. Remove the "tests" input since it's now the source.
