[build-system]: Use pyproject.
[arguments] <test-flags>: Ignore problematic tests.
[propagated-inputs]: Remove python-pytz; add python-watchdog.
[native-inputs]: Remove python-mock, python-pytest-runner, and
python-watchdog.
