    gnu: glibc-locales: Remove unused patch.
    
    * gnu/packages/patches/glibc-locales-2.28.patch: Remove file.
    * gnu/local.mk (dist_patch_DATA): Unregister file.
    * gnu/packages/base.scm (make-glibc-locales): Remove unused branch of
    conditional.
