* gnu/packages/astronomy.scm (gpredict): Update to 2.4.
[source]: Switch to git-fetch.
[arguments] <configure-flags>: Drop all.
<phases>: Remove 'fix-tests; use custom 'bootstrap.
[native-inputs]: Add autoconf, automake, (list glib "bin"), and libtool.
