* gnu/packages/kde-frameworks.scm (knewstuff): Update to 6.23.0.
[build-system]: Switch to qt-build-system.
[inputs]: Remove qtbase; add qtwayland.
[arguments]<#:qtbase>: Set to qtbase.
<phases>: Remove 'check-setup'phase.
