* gnu/packages/haskell.scm (ghc-exceptions): Update to 0.10.0.
[arguments]: Remove unneeded "--allow-newer=QuickCheck" configure flag.
[native-inputs]: Add ghc-quickcheck, ghc-test-framework, and
ghc-test-framework-hunit.
