scripts: More commands default to verbosity level 1.
* guix/scripts/environment.scm (%default-options): Change 'verbosity' to 1.
* guix/scripts/pack.scm (%default-options): Likewise.
* guix/scripts/system.scm (guix-system): Likewise, except for the
'build' command.
