I share an interested in enabling people to do more, although I also want less people to have commit access. Something was tried with QA, enabling people to mark patch series as reviewed and ready for merge. It didn't get much uptake. I continue to be concerned about teams. At least when combined with branches it seems to lead to doing staging/core-updates sized changes, but without taking in to account the affected packages outside the teams scope (see the recent python-team branch for example). I think similar but greater harm would happen with trying to have people committing along the lines of teams.
