Concerning branch merging, I do not know whether a full team would be
warranted; but why not.

An alternative to one or a few persons would be self-organisation by
teams, which seems to be taking place already. A bit like a relay race -
the teams look after their branch, and then pass on the baton to the
next team once they merge.

I think a bit more proactivity would be needed to make the baton passing
smoother and faster, like the team first in line could already exchange
with the next one about their plans and timeline.

A bottleneck is also the infrastructure and the build farm maintenance,
but maybe this could be handled separately, by the sysadmin team, for
instance. Or by a more focussed team, I do not know.
