I am not going to comment on the discussion points, but only on the
process. Indeed when sending out reminders to the team members who
had not given their opinion yet, I also wondered about this question:
In principle, people who have not intervened during the discussion
period cannot disapprove anymore, so that they have no possibility to
block the proposal. It makes sense, but then why ask for their opinion
at all? Well, taking the GCD process as it is, I think then it makes
sense that they do not speak up with one of the three standard sentences,
so that their voice does not count towards the quorum (which may make
the proposal fail eventually, although in a rather frustrating manner).
I understand your message like this.

The situation becomes more complicated when people have taken part in
the discussion, but when it is under debate whether their comments have
been sufficiently constructive or not.
