Mr Tomazinho Cardozo in an interview with Pio Esteves talks about the faulty educational system in Goa, his life in politics and the contributions he has made to bring up the standard of Konkani tiatr.
What has been your experience as a teacher and headmaster in the educational field?
The profession of teaching is really satisfying. A teacher always works for the development of children and that has been my moto while serving the student community. Promotion to the post of a headmaster enabled me to implement various policies that would further initiate the growth of the students. Being a sarpanch of my locality for 20 years helped me to speed up the construction work of the school. Now the complex has a high school as well as a college. Thirty-three years of experience in this field has given me enough satisfaction.
What should be a teacher�s role while imparting knowledge to students?
Teachers should not only take care of academics but also look at the all-round development of a child. A student must ultimately be a good citizen and for that he must first love his country. If that is done, then everything follows. In fact, Catholic schools had neglected this aspect earlier. The feeling of patriotism is important hence students must know everything about their leaders. Today only five per cent of the students exhibit their self-esteem. So teachers should provide enough help and guidance to those students whose �self-esteem� remains hidden within them as this will them face challenges. Students are creative, so enough opportunity should be provided to them to explore their talents. Teachers should never underestimate weak students, but treat them with a positive approach as they can do well and excel in other fields.
What have you to say about the prevailing education system in Goa?
The present education system in Goa is faulty and it urgently needs to be revamped. The performance of a student in a particular subject cannot be judged merely by answering a paper at the board examination when otherwise his excellence is weighed by his performance throughout the year. The procedure carried out throughout the year should also be followed at the board examination. When education becomes examination-oriented, students growth gets hampered. And although a school may achieve 100 per cent success in academics, there is no performance in sports or co-curricular activities, which is a must for the over-all development students.
Why is there a lack of tendency among Goan students to compete for posts like IAS/IPS. Is it due to lack of education?
I feel this is due to lack of motivation and our failure to provide proper environment to the students. We have brilliant students in Goa but they are not guided properly. Until and unless serious efforts are made in this direction, Goa will not have any IAS/IPS officers of its own.
What kind of political interference is there in education?
There is political interference in government-run educational institutions. Otherwise, there would have not been transfers of principals and teachers at the whims and fancies of certain politicians. However, in private institutions, there is not much scope for the government to interfere.
Do you think teacher-turning-politician has hampered the growth of education?
If the teacher-turned-politician tries to discharge his duties as a teacher and as a politician simultaneously, the growth of education will definitely be hampered. The present law enacted by the Goa government that an elected MLA has to go on �special leave� during his tenure as MLA, is a step in the right direction.
What is the nature of political system in Goa?
Our�s is a democratic government elected by the people. But it cannot be said that it is for the people and of the people. This is because when the elected members change parties out of greed for money, power and positions, the ethics and principles of democracy are thrown in the dust-bins. This has destroyed the very foundation of democracy not only in Goa but also in many other states of our country.
What is the reason for the fragility in the present political system? Why is it not stable?
Besides greed of politicians, anti-defection law is the main cause for fragility in our present political system. This anti-defection law has encouraged organised defections and hence needs to be scrapped immediately. But I fail to understand why the government of India is not taking any action in this direction. For our political system to be stable, we need a simple law, that is any MLA wishing to change his/her party should resign from the post and seek re-election for the same through the party he/she wishes to join. If this is done, no elected government will be unstable.
Could coalition be the factor for instability of political system in Goa?
We have a multi-party democratic system and hence coalition is playing and will play a major role in our governance. The governance based on coalition cannot be very effective because numerous parties of different ideologies come together to govern because of which various compromises need to be made in order to keep all parties together. This is the major setback of coalition governments. I feel the time has come for our country to opt for two party system to make democracy effective and meaningful. But can this happen? If the governments do not seem to be serious of amending the anti-defection law, two party system concept will only remain a dream.
What has been your experience in politics?
Although I have served the state as a speaker in the Assembly for a period of four and half years, I always felt myself to be a failure there, with no happiness and satisfaction. As a politician, I felt that I lost my credibility. Maintaining one�s credibility is very important and that is not possible in politics. Once you step into politics, you remain busy fighting with your opponent. Hypocrisy raises its ugly head in politics and very often the layman does not know what is happening. There are no ethics in politics. If the concept of politics is changing your principles or policies to suit your requirements to be in power, then we are not fit for this kind of democracy. It is understandable in places like Bihar where illiteracy is prevalent, but falling prey to temporary benefits like accepting bribes in Goa where 87 per cent people are literate, is beyond imagination.
How did you fare as a sarpanch for 19 years?
Comparatively, the panchayat life was satisfactory. In political field, if politicians play their game, then 10 per cent of the voters in the constituency play a well planned game, with muscle power playing a dominant role during the election period. But as a sarpanch, I have never confronted pressures. In panchayat, there are no anti-social elements as they tend to often run after the MLAs. During my tenure as a sarpanch, whenever I proposed new schemes in the panchayat, they were easily approved, always benefiting the village folk.
What has been your contribution in the theatrical field?
Whenever in any field, I have always always tried to give my best. For all the efforts put in, the theatrical field has given me a lot of returns, by way of appreciation from the tiatr-lovers or awards. I stepped in Konkani theatre in order to improve the Konkani stage and our Kala Mogi association at Candolim has succeeded to raise the standard of tiatr. It has equally boosted new talents. We have had artistes coming on stage for the first time and maturing further in the course of time.
