Goa may withdraw consent to CBI, says Parrikar

Panaji Aug 31: The Chief Minister, Mr Manohar Parrikar tonight said that his government would soon consider withdrawing the state�s consent to the Central Bureau of Investigation operations in Goa under Sections 4 and 5 of the Delhi Police Act.
Addressing a press conference at the residence of the Town and Country Planning Minister, Mr Atanacio Monseratte at Taleigao tonight, Mr Parrikar said he had received information that the income-tax department had received direct order from the higher-ups in the central government to raid the houses of Mr Monseratte and the former MLA, Mr Isidore Fernandes. He said every raid on ministers� houses needed clearance from the Finance Minister and charged the Union Finance Minister, Mr P Chidambaram for making the I-T an arm of the political party.
In view of a raid on the state cabinet minister�s residence, Mr Parrikar said the I-T had violated the protocol to brief the state government about it after the raids began and therefore he said the state government had no faith in the operations of the central agencies operating in Goa.
�We will now take the issue in the people�s court,� he observed.
Mr Parrikar said in view of such a situation his government would consider withdrawing the consent to the CBI operations in the state. The Congress government had also withdrawn consent to the CBI operations in Goa in 1996, Mr Parrikar recalled.
Stating that the I-T officials had obstructed the state government business, the Chief Minister said the I-T officials had not allowed his cabinet minister to sign cabinet bill and treated the cabinet minister like any other ordinary person.
�The I-T officials have behaved in most unwarranted manner, obviously under the direct influence of the Finance Minister,� Mr Parrikar alleged. The government would look into the matter whether this obstruction attracts any provision of the Criminal Procedure Code and would file criminal cases against the officers responsible for obstructing the government business, he informed.
Mr Parrikar alleged that today�s incident clearly showed that Congress leaders in Goa, especially Mr Luizinho Faleiro, Mr Jeetendra Deshprabhu and company, were using the central agencies to de-stabilise an elected government.
�By hook or crook they want to destabilise the government because they are hungry for power,� he remarked.
Stating that unlike the Congress leaders, Mr Monseratte had six cars when he entered politics, Mr Parrikar remarked the I-T should raid the houses of those Congress leaders who entered into politics with a scooter without stand and have now amassed wealth.
�I-T should find out how these Congress leaders amassed wealth,� Mr Parrikar stated.
On the other hand, the state Bharatiya Janata Party president, Mr Rajendra Arlekar alleged that the income-tax raids were the Congress party�s act of �sheer political vendetta�.
Talking to The Navhind Times over cellular phone from New Delhi, Mr Arlekar claimed the Congress-led United Progressive Alliance government undertook the raids at the instance of Goa Congress leaders as part of political vendetta against the opponents. Since the raids were conducted by the revenue department, Mr Arlekar alleged that it might have been �blessed� by the Union Finance Minister, Mr P Chidambaram.
Observing that during the last 6 years of the National Democratic Alliance rule the BJP had never conducted raids against political opponents, Mr Arlekar said the state BJP was condemning the act.
�The Prime Minister, Dr Manmohan Singh is talking about clean politics and speaks of taking everyone together, but his finance ministry is employing pressure tactics against political rivals by conducting raids,� Mr Arlekar alleged.
