Panaji Dec 20, 2004: The Chief Minister, Mr Manohar Parrikar today disbursed the interest-free loans for higher studies, for the academic year 2004-2005.
A total of 321 students - 306 undergoing studies in India and 15 studying abroad - were disbursed a loan amounting to around Rs 1.63 crore. The students are pursuing various professional courses including engineering, medicine, pharmacy, ayurveda, homoeopathy and management, among others.
Speaking on the occasion, Mr Parrikar said that the disbursal system would be changed from next academic year and would be carried out in 2-phased manner. �The interest-free loans would be disbursed to the students much before the end of their examinations,� he added. The interest-free loan scheme has been transferred from the Directorate of Higher Education (DHE) to the Goa Education Development Corporation (GEDC) from this year and would henceforth be run by the Corporation. The Chief Minister regretted that the government could not disburse the loans by August-September, earlier this year and pointed out that the delay was due to a technical reason.
�When the state budget for the year 2004-2005 was presented in the assembly, the Goa Education Development Corporation was yet to be established and hence the funds for the interest-free loan scheme were provided to the Directorate of Higher Education,� he said, adding that �therefore internal appropriation of funds to the GEDC was not possible.� As a result, the entire process of transfer of money to the Corporation delayed the disbursal by three months, Mr Parrikar said.
�Till last year,� the Chief Minister informed, �around 800 students took benefit of the scheme, including multiple benefits, and around 4.64 crore rupees were disbursed among them.� The recovery of money would begin within next 2 to 3 years, he said, pointing out that the money would then be rotated for the next batches of desirous candidates. Mr Parrikar also maintained that the knowledge becomes effective through character of the educated person and those who have been given the loan, have got the benefit out of trust. �The governments are basically built on mistrust, but trust is the concept on which I have tried to built my government,� he said, appealing to the students to return the money in the stipulated period.
He observed that in spite of the ongoing progress and development of the state there is disparity in the income of people in Goa; notwithstanding the per capita income of the state reaching Rs 70,000. �The parameters do not match the actual situations,� he bemoaned. The Chief Minister also stated that the government would be making efforts to orient the schools towards teaching the students the use of application of their mind.
The secretary for Higher Education, Dr Vijay Madan speaking on the occasion said that there is a bursary scheme of the government all set to be implemented for the students whose parents have an annual income below Rs 1 lakh. The director of Technical Education, Mr Narayanmurthy was also present on the occasion. Earlier, the director of of higher education, Mr Bhaskar Nayak welcomed the gathering.
