In a sudden development exactly one month after the Tsumani lashed 
several places in Asia, Manohar Goapalkrishna Prabhu Parrikar managed 
to get lone member of UGDP Secular Mr Francisco X (Micky)Pacheco
back into the BJP fold at 1507 hrs today.  

It may be recalled that Mr Pacheco contested successfully at the  
June 2002 elections from 28 Benaulim Assembly Constituency defeating 
his nearest rival Mr Churchill Braz Alemao in a close contest. He 
then became the Minister for Tourism Sports & Youth Affairs besides 
Port Administration.

Later Mr Pacheco joined the BJP but quit following difference 
allegedly owing to the failure of Mr Parrikar to put in place tenders 
to remove the M V River Princess which has been grounded since 6 June
2000 ie. for over 4 years now.

However the CM alleged then that his personal conduct was not in 
conformity with the decorum required of that of a Cabinet Minister 
apparently referring to his outlandish cow boy outfits.  So the rug 
was pulled from under his feet while Mr Pacheco was in Florida
USA on a private visit.

Smitten by this brute unseating Mr Pacheco then in the BJP had infact 
worked extremely well to ensure the victory of the BJP candidate 
sitting MP Mr Ramakant Angle for the Lok Sabha Elections which saw the
victory of the Indian National Congress Party candidate his arch 
rival Mr Churchill Braz Alemao as MP Mormugao Parliamentary 
Constituency, Mr Pacheco following his unseating  vowed to bring down 
the BJP led Governemt of Mr Parrikar.

In fact he was the darling of the INC and NCP and all those wanting 
to ensure the fall of the Government.

However the recent move of Mr Pacheco to merge his lone member party 
into the BJP lock stock and barrel has shocked the opposition camp.  
It was rumoured that NCP leader Dr Wilfred Anthony De Souza was using 
Mr Pacheco as a pawn to achieve his agenda.

The quick developments however is not without any tremors felt post 
IFFI and the controvorsey over the VCD showing the Catholic community 
in bad taste for the sins of 16th century Inquisition in Goa which was
construed wrongly as the freedom struggle and shown in schools at the 
compulsion of the Directorate of Education which portfolio comes 
under the CM apparently to children of impressionable age a la Modi
style of ghettos in Gujarat.

Later the rumblings of Mr Atnasio Babush Monserrate whose statement 
of support to the Parrikar Government would last until this term end 
June 2007 had found Mr Parrikar uneasy.  The result of the Poinguinim
Assembly Constitutency which credit goes to Mr Monserrate in seeing 
the victory of Mr Isidore Fernandes who resigned from the INC to re 
contest under BJP ticket necessitated that Isidore would be ably 
compensated with plum postings.  Plum posting he finally got as the 
Chairman of Goa Industrial Development Corporation besides spouse of 
Mr Monseratte a Panch of the newly recarved Taleigao Constituency was 
made the Chairperson of the Panjim Development Authority while his 
protege got the Ponda Planning Development authority chairmanship.

In another surprise move Jennifer Monserrate spouse of Mr Monserrate 
Minister for Town & Country Planning was also made the United Goans 
Democratic party Vice President.

Apparently Mr Parrikar by this move has succeeded in usurping the 
Opposition moves of instabilty but in the long run he has succeed in 
conveying though covertly the message to his voters and the Hindu 
majority Bahujan Samaj and hardcore RSS elements that he had to
make compromises for the sake of development just because members of 
the minority community were demanded their pound of flesh in the 
development activities.

That Parrikar has put in place a well planned development agenda no 
one doubts and the revenue mobilisation has surpassed achievements of 
previous governments post Liberation.  His latest cyberage scheme for 
teachers after students have got their share and several schemes like 
old age pension the Khamedenu scheme the developments -- total face 
lift to Panaji and the potential of the Goa Government to stage 
international events have all shown a popularity rise in his graph of 
achievements.

With this move it is now expected that the Government will go ahead 
with a populist budget come March end and many more schemes will be 
in place before the term end in May 2007.  Besides that this majority 
will help Parrikar put his own candidate for the Rajya Sabha seat by 
next July 2006 end. The Zilla Parishad elections in first week of 
March 2005 though this set-up of 50 members is not required for a 
small State of the size of a district has unwittingly been pressed
upon this State by the Constitutional amendment.
