Goa Congress accepts President's Rule:

[India News]: Panaji, Mar. 5, 2005 : Congress leaders in Goa today said they fully accepted the Centre's decision to impose President's Rule in the state.

"As a congressman I have fully accepted the decision of the Centre. Whatever has been decided has been decided by the government in their wisdom. I don't think it would be right on my part not to accept it," former chief minister Pratapsingh Rane told reporters here.

Sources said, several Congress leaders had expressed their "hurt" over Home Minister Shivraj Patil's remarks that the Centre had not approved of what happened in the assembly during the confidence vote, and had demanded action against him by the party high command.

However, both Rane and GPCC chief Luisinho Faleiro said today the party had "no problems" with the decision and claimed that it gave the Congress more breathing space to concentrate on the forthcoming elections.

Admitting that several party leaders were in a "rebellious mood," Rane said that it was unlikely that the rebellion would spill out of the party boundaries.

Rane and Faleiro met Governor S C Jamir today in what was described as a "courtesy visit."

"What leaders like Churchill Alemao feel is their personal opinion. I cannot comment on his opinions. I can only speak for myself and as GPCC president that we accept the decision to impose President's rule," Faleiro said.

Meanwhile, the Pratapsingh Rane Government on Friday survived the vote of confidence in the Goa legislative asssembly following the casting of deciding vote by the Pro-Tem Speaker Fransisco Saldinha.

Both BJP and Congress were tied at 16 votes in the Goa assembly and the Speaker's vote decided the fate of the Rane government.(ANI)

BY HERALD REPORTER PANJIM, MARCH 5: A day after President�s rule was imposed in Goa and the Assembly placed under suspended animation, Mr Pratapsing Rane ruled out possibility of dissolution of the Assembly. He said, �Where is the question of dissolution when the tenure of the House is for a period of five years.� According to Mr Rane the House will remain in suspended animation until such time either party secures a sufficient majority.Mr Rane who on Saturday morning surrendered all perks of office claimed that he was no longer the chief minister of Goa but reiterated that the Congress party will come back to power after winning the five seats in the bye-elections. While several Congress MLAs strongly objected to the statements made by Union Home Minister Shivraj Patil who criticised the Congress in Goa, Mr Rane chose not to comment.

Reacting to the decision of the Centre to impose President�s rule, Mr Rane said, �In their wise thinking they took a decision.� He nevertheless confirmed that the decision was taken without consulting him. Also addressing the media the GPCC President Luizinho Faleiro said, �we feel we have won the vote of confidence convincingly,� and added that despite this the party accepts the decision of the Central government imposing President�s rule in the State. In his opinion, the State may need to have bye-elections for not only five seats but for as many as seven. Mr Faleiro said that there could be more vacancies arising out of disqualification of two BJP MLAs against whom a writ petition is being heard by the High Court.

The GPCC president said that since the House was placed under suspended animation that bye-elections would be held within the shortest period of time. It was also disclosed that disqualified MLA Filipe Neri Rodrigues would be approaching the High Court and a demand would also be made for the submission of the original membership form which is currently missing. Earlier, Mr Rane said that in case it was established that the signature of the document had been forged, that the abettors in the criminal offence could attract stringent penalties. Besides winning the five seats, it was pointed out that if the two BJP MLAs were disqualified and Filipe Neri re-qualified, the Congress Party would secure a comfortable majority In the meantime, Mr Rane and Mr Faleiro called on the Governor on Saturday and appraised him on the law and order situation which took an ugly turn yesterday. Mr Faleiro said that the BJP and its leaders allegedly resorted to vandalism and goondaism by attacking public and private property outside the Raj Bhavan and in the city. He strongly condemned the attack on photo journalist Barnabe Sapeco. He said, �The people involved in this are well-known and we demand that they be booked under the law.� He also said, �I have (told) the Governor that such disgraceful behaviour of a national party should not be tolerated.�

Congress govt would be revived soon: Luizinho

Panaji March 4: The Goa pradesh Congress committee president, Mr Luizinho Faleiro, has said that it was only a matter of days when the Congress-led government in the state, which has been placed under suspended animation, would be revived as the exodus from the Bharatiya Janata Party was expected to continue further as most of them were disenchanted with the party.

Mr Faleiro told reporters today that the decision to place the assembly under suspended animation did not surprise him as the Centre might have taken the decision after considering all aspects in the interest of the state. He, however, said the decision would give the party more breathing time and would help it plan strategies for providing better governance.

The GPCC president said the state party leaders had not anticipated the decision taken by the Centre in view of it having won the vote of confidence, but would not go against the wishes of the Union government. He, however, expressed happiness over the end of BJP rule. He stated that BJP would not come to power any more.

He said that the main task of dethroning the BJP had been accomplished and that he was happy that dictatorial and communal regime of the BJP had gone.

He refused to comment on the statement of the Union Home Minister, Mr Shivraj Patil, with regards to events in Goa assembly saying that he did not know what Mr Patil had said. He went on to add that the Congress legislators did not behave like the BJP legislators did on February 2 and that the pro-tem Speaker, Mr Francisco Sardinha acted in most civilised manner.

Mr Faleiro said that all he knew was that the assembly was kept in suspended animation and was not sure as to what happens to the government as no communication has come either from the Union government or the Governor to that effect.

�The Chief Minister has not yet received any communication so far from any one,� he added. He went on to add further that there was no communication from the Governor for keeping the House in suspended animation.

Saying that the disqualified Velim legislator from , Mr Filipe Neri Rodrigues would get justice from the court as he had been disqualified using fraudulent means, he added that those responsible for the fraud were on the run and that law would catch up with them in due course of time.

The Congress leader condemned the attack on convoy of the Governor, damage to public property and assault on a press photographer and termed the act of BJP leaders and workers as disgraceful act. This had shown that the BJP and its followers had scant respect for democracy and democratic institutions of which fourth estate was a main pillar. He demanded that the police should take immediate action against those responsible for the attack and bring them to book.

However, Mr Patil�s reported statement made on a television channel came in for sharp criticism from two senior Congress leaders, Mr Shantram Naik and South Goa member of Lok Sabha, Mr Churchill Alemao. Mr Naik said that he was pained to hear the statement made by Mr Patil that his own party had violated the constitutional provisions in the Goa assembly.

Mr Naik said the Union Home Minister�s statement was unwarranted as the party government had won the vote of confidence through fair means. He questioned fairness of Mr Patil to criticise the Congress here, and said that he would write to party high command against the minister.

Mr Alemao said the vote of confidence won by the Rane government was fair and constitutionally correct and expressed surprise over the statement of the Union Home Minister. He demanded that party high command should take action against Mr Patil for his remarks on TV channel.

He further said the statement from Mr Patil came even though the Congress did not do what Parrikar government had done on such occasions earlier and alleged that Mr Patil had favoured the BJP by making statement against the Goa Congress and should be taken for task for this.

The Deputy Chief Minister, Dr Wilfred de Souza, said that he did not know why Mr Patil made this statement. He went on to add that it may have been done in view of the very thin majority that the government enjoyed and that it would have been difficult to pass the state budget. He, however, expressed hope that the assembly would be revived soon once the impasse was broken.

Mr Jitendra Deshprabhu said the government had won the confidence vote without violating the provisions of Constitution, but felt that there might have been some communication gap between the state government and the Centre which led it to take a decision suo moto. He said that local Congress leaders had no knowledge of what was happening, but felt that it was time for introspection on the issue.

He went on to add that the Union cabinet should reconsider the decision and revive the assembly or the Parliament should revoke the suspended animation of the Goa House. Asked whether the decision had anything to do with happenings in Jharkhand, he said that events in Goa were clear and there were no untoward incidents to warrant such a decision.

Meanwhile, the state Janata Party chief, Mr Surendra Sirsat said that it would have been ideal had the assembly been dissolved and fresh election ordered by the authorities, given the state of affairs in the assembly. Earlier, he said that the BJP had no moral right to criticise the Congress for whatever happened in the assembly today given its past �misdeeds� on similar issues.
