EC announces crucial bypoll to 5 constituencies in Goa

New Delhi, May 02, 2005: The Election Commission today announced crucial by-elections for five assembly seats in Goa on June two whose outcome could rekindle efforts to form a popular government in the state which was brought under President's rule and assembly put under suspended animation.
The commission also announced the poll schedule for bypolls on June two to one Lok Sabha constituency of Shimoga in Karnataka and 12 other assembly constituencies spread over Uttar Pradesh, Haryana, Kerala, Andhra Pradesh, Karnataka and Jammu and Kashmir.
Congress, which had ruled Goa just before central rule was clamped in early March, has a strength of 17 seats with its allies in the 40-member house and BJP and its partners also have an identical number.
The state has been rocked by repeated political turmoil with Congress and BJP enjoying razor-thin majority and frequent change of political loyalties by MLAs
belonging to either side of the political divide.
The five vacancies in GOA--Taleigao, Cambarjua, Benaulim, Margao and Poinguinim--have been caused due to the resignation of incumbent MLAs in the month-long political drama with power changing hand from BJP to Congress.
While Congress had demanded holding of early bypolls in Goa, BJP pressed dissolution of the house and holding of fresh assembly polls in the state.
Byelections to Shimoga parliamentary constituency in Karnataka has been necessitated by the resignation of former Karnataka Chief Minister S Bangarappa and his shift from BJP and to Samajwadi Party.
The 12 other assembly constituencies where bypolls would be held are four in Uttar Pradesh, three in Haryana, two in Kerala, and one each in Andhra Pradesh, Jammu and Kashmir and Karnataka, EC said in a press note today.
According to the poll schedule issued by EC, notification would be issued on May nine. The last date for filing
nominations would be on May 16 and the scrutiny the following day. The last date for withdrawal of nominations would be on May 19.
The counting of votes would take place on June five.
Besides Goa, the assembly constituencies that are going to polls are: Hainsarbazar, Varanasi North, Allahabad West and Kheragarh (all in UP), Kiloi, Tosham and Hissar (all in Haryana), Azhikode and Kuthuparamba (in Kerala), Penukonda (AP), Zanskar (J and K) and Chamrajapet (Karnataka).
The Commission has decided to use electronic voting machines (EVMs) in all these bypolls in all the polling stations.
The model code of conduct comes into force with immediate effect and would apply to the whole of the district in which the whole or a part of any assembly or Lok Sabha constituency going for byelections is located, the EC said.
