The government must contain any potential fallout in Ayodhya

The worst thing about the terror attack on the Ayodhya complex, which was fortunately contained quickly, is that it came at a time when the masjid-mandir issue had receded from the nation's consciousness. From whichever quarter it came, the attack was a dastardly one.

Luckily, the squabble over the site has led to a heavy deployment of police and paramilitary in the area, and the police appear to have done their job this time. However, they might have stopped the terrorists from getting within 500 metres of the sanctum sanctorum.


There may be troublemakers wishing to take advantage of the attack, and it will be the prime responsibility of governments in New Delhi and Lucknow to hold them in check. The principal job of any administration is to safeguard life and property.

Neither the UPA government nor Mulayam Singh Yadav can afford to shift focus from this, giving troublemakers the opening they seek. During the campaign for the demolition of the Babri masjid, Narasimha Rao's government failed in its duty, perhaps because Rao calculated that the issue would blow over and tempers would cool once the demolition mobs had been allowed to do their job.

This proved to be a costly mistake, and should not be repeated.

In Gujarat in 2002, Narendra Modi concluded that a polarised electorate would pay dividends at the hustings, and played Nero while his state burned.

However, riots on a supposedly "national" issue did not spread beyond his state. According to an able administrator who resigned from the IAS subsequently, any administration that wishes to, can control a riot situation within 24 hours.

Yesterday's terror attack was contained. Now the Centre and UP administration should ensure that there are no significant repercussions.

The UPA government cannot afford to let down its guard. Its credibility as a secular government will be severely dented if it fails to keep the peace, for which there will be a political price to pay. Mulayam has been known to consort with both Hindu and Muslim fundamentalists, but he should realise that it doesn't pay to play all sides.

As for BJP-ruled states like Gujarat, Madhya Pradesh, Rajasthan, Jharkhand or Chhattisgarh, if communal trouble should break out in them selectively, the BJP's role in abetting it will stand exposed. A firm stand on the part of the Centre will go a long way in heading off such trouble.

It should be prepared, as a last resort, to declare President's rule in states where matters get out of hand.
