CBSE TAKES NEW MEASURES TO MAKE EXAMINATIONS STRESS FREE

 

The Minister for Human Resource Development, Shri Arjun Singh today announced that the Central Board of Secondary Education (CBSE) will take a series of measures from next Board Examinations to make it stress-free. Announcing this at the meeting of the Parliamentary Consultative Committee attached to his Ministry, he said that there is a need to evolve a “collective commonsense” while dealing with a sensitive subject like education, which concerns not only students but also the entire nation. He said that a consensus can only be reached when we have an open mind and a discussion which does not shut out any stream of thought. Referring to the disturbances at the last meeting of the Central Advisory Board of Education in New Delhi last month, he said that a certain group of people were not prepared to look at or discuss the National Curriculum Framework for School Education-2005, painstakingly brought out by a widely represented group of academicians under the chairmanship of eminent educationist Prof. Yashpal. Shri Arjun Singh said that in the sphere of education we can not afford to have any culture which denies democratic debate. He said that the topic of making examinations stress-free should not be a one off debate but should be an ongoing discussion for which he suggested a debate on the issue in the Parliament.

The decisions taken in respect of examinations conducted by CBSE will include allowing students an extra 15 minutes time before the commencement of the examination to study the question papers. It has also been decided that the question papers will be set in such a way so that they can be answered in a time period of two and a half hours while the students will have a time period of three hours to answer them. Initiatives will be taken to introduce internal assessment in the subjects of mathematics, sciences and social sciences based on project work and assignment. This would give adequate thrust on continuous learning in classrooms and assessment of the performance of students on a holistic base covering wide range of learning skills rather than one short examination at the secondary level. CBSE has already provision for only one theory paper for all subjects in the public examinations for classes 10 and 12. Other State Boards have been requested to have one question paper for each subject in public examinations. CBSE has already initiated steps for finalizing the pattern of grades, which would be introduced at the earliest. The Board has also make it clear that not more than one pre-board examination should be conducted by the schools.

Taking part in the discussions, several members felt that there is need to make learning a joyful experience so that the examinations at the end of the terms do not become stressful. They also suggested that cooperation and collaboration in group situations should be encouraged as against only competition to make education more meaningful for later life. Some members felt arts & crafts should find a respectable place in the education system to help children develop skills in fields other than academic activities.

The Members of Parliament who participated in the meeting today included S/Shri Lekhraj Bachani, Hari Sinh Chavda, Kishanbhai Vestavai Patel, C.K. Chandrappan, Ballabhbhai Kathiria, Srinivas D. Patil, Lakshi Narayan Sharma, Balasaheb Vikhe Patil, Raashid Alvi, Tathagat Satapathi, Prof. P.J. Kurien and Ms. P. Sathee Devi, besides the Minister of State for Human Resource Development, Shri M.A.A. Fatmi.

Experts from various fields of education including Prof. Krishna Kumar, Director, NCERT; Mr. Ashok Ganguli, Chairman, CBSE; Sister Cyril, Principal, Loretto Day School, Kolkata; Smt. Kesar Zaman, Principal, All Saint School, Bhopal and Shri Vinod Raina, Secretary, Bharat Gyan Vigyan Samiti, Delhi also participated in the meeting.
