demand voiced at a private meeting of a few "Konkani
enthusiasts" Catholics and few Hindus as well
attended by this writer at a silent and discreet
destination in Bardez taluka North Goa this evening
31/07/2005 ------(on the ocassion of the centenary
celebrations of the first Konkani novel "Kristanv
Ghorabo" in Roman script ( 31/07/1905)by Eduardo Jose
Bruno de Souza born in Assonora village on 7th October
1836 )-----that the Catholic MLA's of the Goa
Legislative Assembly

who represent the aspirations of Catholics viz one
third of the over 1.34 million population of Goa
should do something for the ROMAN script Konkani NOW
and WITHOUT DELAY.
The Official Language Act 1987 enacted on 4.2.1987
"Konkani language" in DEVNAGIRI script sec 2 (c) as
the official language for all or any of the official
purposes --- gave the ROMAN script a clandestine and
"compromised?" burial -- to enable the Hindu non
brahmins (bahujan samaj) who were votaries of the
Marathi language to slowly but surely accept Konkani
since they were familiar with the Devnagiri script.
This did not happen and will NEVER EVER happen in
future according to some "top Hindu" politicians so
long as the divide between the Hindu Brahmins and the
Hindu "Bahujan Samaj" exists (owing to the indelible
mark of caste at birth which marks a persons social
status in a vertical caste heirarchy )which is
reflected in the vote bank politics of the Novas
Conquistas (1763 to 1961)
Thereafter the Konkani language was included in the
VIII Schedule of the Constitution of India on 20th
August 1992 even with this the divide continued and
Konkani "mai" suffers owing to the script Devnagiri
(Hindu Brahmins just 3% of the population) Roman
script (Catholics )
The worst victims therefore are the Catholic minority
who had to forego the use of Roman script Konkani in
the belief that the Hindu non Brahmin would accept
Konkani "mai" in Devnagiri script. The Catholic Church
is also responsible for this blind following devoid of
ground realities in Goa and India which they have now
slowly realised.
The argument that Konkani in Devnagiri script will
help ensure safeguards for native Goans in matters of
employment ----need for "knowledge of Konkani " the
theory propounded by Mr Luizinho Faleiro has also
failed miserably and will create greater problems of
demographic composition with the introduction of his
brain child SEZ anywhere in Goa intended to take care
of unemployment (Verna Industrial Estate and others
are sufficient case studies )
It is therefore the desire that the Catholics should
not suffer any longer now that 13 years have lapsed
since the Official language Act was enacted.
Therefore the MLAs and the government should bring
forth an amendment to the official language Act 1987
during the ensuing Monsoon session of the Goa
Legislative Assembly commencing from 11.8.2005 as
under:
in sec 2 Definitions sub clause (c) "Konkani language"
means Konkani language in Devnagiri script ---
insert OR ROMAN after the words Devnagiri
With this amendment IN " Financial memorandum "
---there will be neglible or no financial liability as
printing machinery and staff financial will be the
same as used for English communication which is
continued as per Sec 4 of the Act
If the legislators above pursue this desire of the
Catholic Goans there will be an tsunami of Konkani
lovers celebrating the 20th August day when Konkani
was included in the VIII Schedule of the Constitution,
and organisors of the World Goa Day mainly overseas
Goans overseas will have a worthy cause for
celebration.
Following this the MP Mr Churchill Alemao will have an
ocassion to fulfill the wishes of India's first Prime
Minister late Pandit Jawaharlal Nehru who spake thus
in the Lok Sabha on 14 March 1962
quote ---- We have made it clear that we want Goa to
maintain its separate identity, separate
individuality, call it what you will, because in the
course of more than 451 years it had a separate
identity and the course of history had imparted it
some. We have no intention of changing that or
suppressing that identity. In fact some people have
advised us to make another change in the Constitution
and to recognise the Konkani language as one of the
official languages of India --- unquote.
Pandit Nehru was referring to Konkani as spoken and
written then in Roman Konkani which books far
outnumbered those in Devnagiri and the newspapers of
that time in Goa.
This will finally put at rest the language issue and
there will be unity in diversity of scripts --
