Rane government still has a few more lessons to learn

, 2005 — With the Rane government in power for nearly 100 days now, there have been several issues pertaining to education that had to be attended to by the government on a priority basis despite the Minister for Education, Luizinho Faleiro mentioning that he is drawing a roadmap.
Some of the issues of top priority were the distribution of computers under the cyberage scheme, employment of the computer teachers, shortage of teachers at the government primary schools and Goa Common Entrance Test (GCET).

Some of these have been attended to by the government while there seem to be some issues where the government has been lagging behind.
One issue is the 600 computer teachers who had been agitating for regularisation of their services for nearly five months.
Faleiro had then mentioned “whatever the decision, it will be taken in the interest of the teachers as far as possible and I will try to do justice.”
In the process, the computer teachers have signed a four year contract and joined the schools on September 1, 2005 with the assurance from the government that once they complete a two year diploma course (Post Graduate Diploma in Computer Education and Technology) their services will be regularized.
The only thing pending is finalisation of the fee structure of the course and the salaries of the teachers, according to sources from the All Goa Computer Teachers Association (AGCTA).
Under the cyberage scheme, the contract of which was given to Goa Electronics Ltd (GEL) more than 10,000 computers and printers are to be given to Class XII students who had applied for computers under the cyberage scheme in January this year. However, the students have still not received the computers.
The government is yet to disclose decisions regarding the Goa Common Entrance Test 2006. 
During the Assembly session in August, Faleiro had mentioned that the government would try to consider the weightage of marks for the GCET 2006. He had mentioned that the government is in the process of discussing the issue with the AG and the Goa Board.
Other works done are computer education under the Computer Literacy Programme for standard V to VIII (previously the programme was for the higher classes only).
During one of the Assembly sessions Faleiro said, repair works of 135 government schools was done.
In addition, the education minister announced a financial assistance of Rs 1 crore for educational institutions willing to introduce courses relating to food processing and laboratory controls.
In July the government decided to grant registration and recognition to schools for children with special needs (a total of 11 such institutions have been identified).
The government has also lined up remedial teaching for 10,727 primary students, and 18,274 students from standards fifth to seventh.

State of art computer laboratories, training for in-service teachers  and new teachers is also on the agenda.
In comparison to the BJP government, the Rane government has gone a step further in the implementation of certain schemes such as the Mid Day Meal Scheme (MDMS).
The MDMS has seen a strict implementation this year according to reports from the Education Department. As per reports three years ago there were cases in Bicholim where it was alleged that stale food was supplied and also that the food was cooked under unhygienic conditions.
But the Rane government has made alterations in the food items offered under the scheme as per the Supreme Court guidelines and the scheme has been implemented in all the talukas as compared to earlier when only a few talukas were covered.
As far as higher education is concerned, the Parrikar government had cut down the finances to the University by nearly 25 percent.
As informed by the vice-chancellor of the GU, Prof P S Zacharias, in the year 2001-02 the government had reduced the finances by Rs 2 crores but in the subsequent years the Parrikar government had restored Rs 1 crore to the GU.
Faleiro however informed Herald that the government will support the University with the required finances.
