Helps if they have the actual contacts, but it would help for a persons background, on what skills they may have, extra that is.. As well as help round out a character, and help the GM/DM with ideas..
I know one game, the PCs was buddies, they burned one of their parents houses down, cause of playing with magic, and so on.. Would have been alot more helpful to get a matrix of some sort going, to give some depth to the two PCs.. Contact Matrix, seems to be basically who you know, who you was raised with, so it helps tell what you might have been exposed to, as well as people you might know for things like favors, or people you know to watch out for and so on. Like the guys who is your Arms dealing fathers, enemy. Might get a bad reaction from him for a job, or maybe not?
