About some of the specific topics you mentioned.

Islamic terorism: That is an area where it is pretty hard to keep up the
lots of shades of grey and one powerfull person is pretty mmuch
like any other powerfull person feeling, that i consider a cornerstone of
cyberpunk. So unless i get a specific idea, i'd likely take a future
history where it plays only a little role.

Biological warfare and terrorism: That gives a good explaination for
closed acrologies. On the other hand implanted biomonitors might greatly
help with diagnosis and seperating the infected from the uninfected and
informing of a possible infection early. If you propose that it is
difficult and expensive to make a virus that goes undetected by
biomonitors, and that biomonitors are cheap and massproduced and you need
a biomonitor to enter any place but a slum the threat of biological
weapons should decrease. (which of course does not mean that corporate
media might not play it up for one reason or an other)
