I'm not sure if he is based upon any previous character, but the
stuff from "Torchwood" is a must (Harkness is the central
character). It's a bit more adult-oriented than "Doctor Who",
but it's great stuff (that's a warning for those that have small
children around). "Torchwood" is far superior to anything that
has premiered on American television in the past three years.
