Electromagnetic Grenade Launchers? I think you may want to avoid using
that kind of technology for one reason:
If they have it for grenade launchers, why don't they use it for side arms
and such?
There may be problems inherent to the technology when using anything
much smaller than the 40mm grenade rounds, flamers may have
advantages over EM arms in other ways, or just plain simple military
preferences that have very little basis in the real world. (Not that
that ever happens, of course!)
