The 'inertia-less' drive from the Lensman series does seem to offer a
great defense against anything other than grappling, and if there is
no such thing as a tractor beam, all combat will require some sort of
mechanical grapple.  If you have them on a grapple, how hard is it to
board?

I do agree that for successful pirates, the ship costs do need to be
low enough to allow a single successful raid to pay off the pirate
vessel.

(reminder: even lasers produce a gentle push along with the burning
effect, so a ship with 0 inertia will just be pushed away by anything
that would damage it(short of sticky blobs of acid with negative
surface tension and some way to avoid getting covered in stray
dust/molecules what would increase their surface tension above 0)
