Who is this GURPS you are speaking about? There are different
answers depending on what you mean: 

SJG, the publisher, would have to purchase the rights to a RPG 
conversion of the Bioshock material, which is frankly unlikely 
to happen these days -- too expensive. In past decades, there 
was GURPS Myth or GURPS Alpha Centauri ... 

The loyal and productive fan base is slightly less restrained, 
but even they have to respect intellectual property. Talking 
about ways to write up this or that copyrighted character on 
a mailing list is OK, but creating a fan-based GURPS Bioshock
site would be messing with two sets of copyright holders. 

I haven't played the game myself, but I guess plasmids could 
be handled in part by GURPS Bio-Tech (available in 3E and 4E), 
and in part by rules for supers (GURPS Supers for 3E, GURPS 
Powers for 4E, since 4E Supers is about the comic setting).

Building a Big Daddy would be 3E GURPS Robots and/or 3E GURPS
Vehicles. Unfortunately, 4E isn't that far with the vehicle 
rules yet.
