I think for obvious bugs, the best thing is to report them directly on the bug tracker. This way, you can make sure that it will not be forgotten. You will also get email notification if anyone does some work on the report.

It is always possible add more information to the report later. But please make sure to select either the SEXTANTE or gvSIG CE project before reporting a bug, depending on which software the issue occured with.
