no it gives no suggestion as to what program to open the files with. and I
did restart the computer and still it does not know what program to open the
files with.

Josh, does it give any suggested programs when it asks what program to
open the file with? Have you restarted the machine and tried opening the
.wepm file again? Window Eyes should have made this association
automatically.
